European Energy Poverty: Agenda Co-Creation and Knowledge Innovation (ENGAGER) was a research network funded via the European Co-operation in Science and Technology (COST) scheme. It aimed to develop and grow an international community of researchers and practitioners focused on combating energy poverty – a condition typically manifested by the inability to access levels of energy services that are materially and socially necessitated.
ENGAGER ran until December 2022. The network (also called ‘Action’ by COST) involved more than 60 representatives of, inter alia, universities, research institutes, governments, businesses, advocacy groups and think tanks from at least 30 different countries. The Action operated across disciplinary domains that have rarely communicated to date, having mobilised significant numbers of researchers and activists from countries where energy poverty rates are high but the issue is under-represented in the public polity.
ENGAGER was organised in four work packages focusing on, respectively, knowledge integration, measurement frameworks, knowledge exchange and socio-technical innovation. Its principal activities included organising and supporting international conferences, workshops, exchanges and study visits; as well as producing scientific outputs and policy briefs.
