Stefan Bouzarovski discusses ENPOR project at EU Red Cross Annual Meeting keynote

Earlier this month, on the 9th of December, Stefan Bouzarovski delivered an online Keynote presentation at the Annual Meeting of the European Union Red Cross. The keynote focused on the need to include different socio-economic groups and forms of vulnerability in energy poverty policy development and evaluation, based on his engagement with Work Package 5 of the EU-funded ENPOR project. He discussed the development of customised indicators to assess energy poverty in the private rented sector, and the overall links between energy poverty and energy efficiency more broadly.

The presentation was followed by an extensive discussion with stakeholders present at the meeting, helping inform the development of project outcomes (for ENPOR) and offering new opportunities for knowledge exchange. Questions for stakeholders included:

  • Who are the most vulnerable groups in the constituencies you work with?
  • Do you think it is best to identify vulnerable groups based on qualitative criteria (e.g. single mothers, pensioners living in older housing, people in receipt of benefits) rather than through income or energy-efficiency based targets (which are more complex but may be more accurate)?
  • What is your view on the co-operation between voluntary and government agencies to help reduce energy poverty?
  • Do you encounter different forms of energy poverty in your work (e.g. summertime poverty, or transport poverty)?
